Improve release robustness by publishing packages independently and summarizing outcomes.

Scope

• split publish into per-package execution
• continue publishing remaining packages when one fails
• emit structured summary of success/failure per package

Acceptance Criteria

• partial success is visible and actionable
• failed package details include command/log hint
