local cache should signal to intelligent tiering object to prevent the data from being archived

when we are using local caching and the underlying bucket is configured to be intelligent tiering, it should prevent the object from being archived. since HeadObject action is not enough to signal usage, we can add an option that allow for small portion of the object to be "retrieved" to prevent this object from being put into deep archive
