Problem:

S2N_ERR_INVALID_SUPPORTED_GROUP_STATE should probably be a protocol error

Or more specifically, we should confirm that it is never expected to be emitted as a result of the peer input.

Requirements:

Integration tests confirming that the following result in protocol errors

• no cipher in common
• no group in common
