Maintenance: Resolve Ty diagnostics for tracing module

Why is this needed?

This is a sub-issue of #7902.

The tracing/ module has 13 ty diagnostics that need to be resolved to expand type checking coverage.

Solution

Resolve all 13 ty diagnostics in tracing/ and remove from ty exclusion list in pyproject.toml.
