`coerce` doesn't respect wether constructor is exported or not

coerce should only allow coercing between newtypes, if their constructors are exported. However, e.g. coerce 'a' :: Word8 works.

Yes, it's a known bug. There is currently no efficient way to test if the constructor is in scope.
