What Is This Change?
The feedback form in rovo dev and the rovo dev chat view needs to run independently. Sometimes, the rovodev chats too long to respond and users want to give feedback in the meantime. In the current implementation, this is not possible. With the change in this pr, users can ask rovodev chat a question; while the rovodev is processing, users can input feedback either from the prompt or the "thumps up/down" button from a previous rovodev output.
