Input not working on Raspberry Pi OS 6 (Debian 13)

- Anti-Micro (may affect button mappings)
- OpenRGB (may mess up mappings and rumble stability)
- Steam Input (enabled by default via Steam Desktop client)
- Steam Link (usually via Raspberry Pi or other micro computers)
- devices with QMK firmware (may affect udev rules, similar to OpenRGB)
- netstick (shares input devices via network similar to Steam Link)
- xboxdrv (user-space gamepad driver)
- xone (kernel-space gamepad driver using the Xbox dongle or USB)
- xow (alternative driver using the Xbox dongle)

Severity / Impact

Describe the Bug
xpadneo and the controller worked perfectly fine under Raspberry Pi OS 5 (based on Debian 12). I updated with a clean install, installed the latest xpadneo from master branch and everything connected perfectly fine (controller also rumbling when connecting). Still no button presses are working using Steamlink. Connecting the controller via USB works fine. I'm using the lite install of Raspberry Pi OS, so everything is headless without GUI (except Steamlink).
No software except the base OS + xpadneo + Steamlink is installed, so this should be easily reproducible with a Raspberry Pi 5.
I tried 2 different controllers, both exhibit the same behavior.
Steps to Reproduce
Install Raspberry Pi OS 5 and connect the controller. No input is working.

Additional Context
Installing raspberrypi-kernel-headers is not needed anymore (package doesn't exist anymore). The "normal" headers as mentioned in the Debian section can be used now thanks to mainlining.
