Is this dead, dormant and, or discontinued?

The upstream or Orc/discount far ahead now a days, but none bothered to maintain this accordingly.

Would you mind, passing the wheel to someone interested in maintaining this project actively?

Just for the record, https://tracker.debian.org/pkg/lua-discount show version 2.1.8, which is newer than the tagged versions here. No idea where the updated Debian version came from.

It is not a fork, it is just a storage area for the Debian packaging.
