is webpack listening on 2 ports? 8080 and 9090

I'm getting this error in chrome console when running npm run start:

GET http://localhost:9090/build/app.js net::ERR_CONNECTION_REFUSED

The ui displays but none of my edits to the koan exercises update however the tests register my changes.
