[Bug]: Documentation has broken link to a non-existent `troubleshooting.md` document

Problem description

The macOS 15 "Container IP addresses" notes that used to live at https://github.com/apple/container/blob/ed1185d4891ba46c0dcfba2828863cefd04496d4/docs/technical-overview.md#container-ip-addresses have been replaced in the current documentation by a broken link to troubleshooting.md#all-networking-fails-on-macos-15

This markdown file was not committed as part of the PR #1482 which introduced the link. May be related to #773 which (iiuc) seems to want to introduce such a document.
