Add Chunkah

Adopt  Chunkah for rechunking the final image when it's done. Currently, the `apollo` OCI image ships three layers, with the largest being the third by far as it's where most of the work is done by calling in the build script. Rechunking allows for a much more even distribution of layers, allowing common layers to be reused across image versions which therefore reduces network and storage use.
