[R] Bump minimum supported R version to 4.2 now that 4.6 is out

Describe the enhancement requested

As we are following the tidyverse policy on the minimum R version supported, we can now update the Arrow R package minimum supported version from 4.1 to 4.2. We should update our CI jobs to reflect this too.
