Description

The desktop app redesign no longer shows the model effort selector for models that support effort/thinking variants.

Expected: users can choose the model effort level from the desktop app UI.

Actual: the redesigned desktop app UI does not expose the effort selector, so users cannot adjust effort from Desktop.

This is a resubmission of #29572 using the bug report template. It may also overlap with #28686, which mentions the Desktop V2 UI hiding prompt controls.

Steps to reproduce

  1. Open the redesigned Desktop app UI.
  2. Select or use a model that supports effort/thinking levels.
  3. Look for the effort selector in the prompt/session controls.
  4. Observe that the effort selector is not visible.
