On Media3 1.8.0 I was seeing exactly the same error as in issue #2764 (the IllegalArgumentException coming from ReorderingBufferQueue via SeiReader / H264Reader). After seeing that bug report I upgraded to 1.9.0-beta and the original crash disappeared, but the failure changed into repeated frameIndex not found / index not found messages from the decoder (PipelineWatcher onInputBufferReleased: frameIndex not found (...)), and playback is still broken (freezes / misbehaves).

To confirm that the issue is not caused by the media stream or the device decoder,
I tested the exact same TS stream on the exact same device using:

• ExoPlayer 2.x (classic)
• Media3 1.8.0 / 1.9.0-beta

However, the runtime behavior is completely different:

ExoPlayer 2.x (same device, same stream)

• Video plays smoothly
• No visible freezing
• No visual stuttering
• Audio is fine
• Player continues normally despite the logs
• Extractor/decoder mapping does not break

Media3 (same device, same stream)

• Audio continues without issues
• Video starts freezing or stuttering
• Decoder repeatedly logs
  onInputBufferReleased: frameIndex not found (...)
• Video pipeline appears to lose frame ordering
• Playback becomes unusable or stalls
