timecode.vtt is empty

I made a test file using 2026-03-03 and the timecode.vtt is empty. It is possibly that ccextractor was not included in the package install? I used another computer with ccextractor manually installed and the timecode.vtt works fine.

the computer that worked has mediainfo 26.01

that computer that didn't work has mediainfo 25.03
