Add (+) button suggests adding files, tools and skills to chat but doesn't work

Description

The + (Add) button in the chat input area shows a dropdown menu with options like "Add file", "Tools", and "Skills". This suggests to the user that they can add files, tools, or skills directly into the chat, but selecting these options does not actually work or have any effect.

Observed Behavior

• User clicks the + button in the chat input bar
• A dropdown appears with: "Add file", "Tools", "Skills"
• Selecting any of these options does not add anything to the chat
• The user expects functionality that isn't there, leading to confusion

Expected Behavior

Either:

1. Make the options functional — allow users to actually add files, enable tools, or activate skills from this menu
2. Or remove/disable the options — if the functionality is not yet implemented, the menu items should be hidden or clearly marked as unavailable to avoid confusion
