ci: bump MSRV to 1.85 to support edition2024 in transitive deps

clap_lex 1.1.0 (pulled in by clap 4.6.1) now requires edition2024,
which needs Rust 1.85+. Updated rust-version in Cargo.toml and the
matching MSRV entry in the test matrix.
