When running a local component, try freezing it automatically

Ideally, all components should be versioned, including local ones so that we don't end up later trying to publish a component whose training history depends on a non-publishable component.

Right now, a user can freeze a local component and then run that. We should attempt to auto-freeze all non-versioned components before running them.
