Improve tests to catch forgotten links to definitions #2385
Description
We're often having a situation where we update a rule to include a new definition but we forget to include the link to it either at the bottom of the file or by directly adding its fragment to the markdown snipet. I'd say the tests at link reference has definition would account for this, and I would expect to have failing checks on the PRs in this repo to prevent this from being deployed to the WAI website.

link reference has definition passed on the original PR containing the issue, so this is definitely something we should improve on this tests.
