False positive: GPL-2.0-plus WITH freertos-exception-2.0 detected in MIT-only header (FreeRTOSConfig.h)

Description

ScanCode Toolkit is reporting a false positive for gpl-2.0-plus WITH freertos-exception-2.0 in the header of https://github.com/Infineon/freertos/blob/master/Source/portable/COMPONENT_CM33/FreeRTOSConfig.h.

These files contain only a standard MIT license notice and a reference to the FreeRTOS website in a comment. There is no GPL license text or FreeRTOS exception text present in the file.
The correct detection should be MIT only.

How To Reproduce

Scan the files above with ScanCode Toolkit (latest version).

Observe that both MIT and GPL-2.0-plus WITH freertos-exception-2.0 are detected.

I was having the same problem with the 32.1.0 version but it went away in the 32.4.1.

I ran ScanCode Toolkit version 32.4.1, and the false positive detection bug still appears in practice for example in FreeRTOSConfig.h. This file is clearly MIT licensed, so this seems to be a residual false positive. @jamesiri
