Automatically update license list from Scancode LicenseDb

Following up from aboutcode-org/scancode-toolkit#3954

There should be a daily/weekly cron job to:

• Update the licenses db from https://github.com/aboutcode-org/scancode-licensedb/blob/main/docs/index.json if there are changes, exit otherwise
• Update the ABOUT file
• Release a new dot version of license-expression
