Picket holds fire to wait for buildings to move into range? #5721

In the battle https://zero-k.info/Battles/Detail/2429404 at around 2:00, the picket built does not fire at the Solar Collector, a valid target.

Instead it appears to be aiming at a Metal Extractor, which is out of range.

The Picket has no "Avoid bad targets" set.
It later re-aims at some construction in the north
The Picket eventually does fire at 2:55 at some units that do walk into range.

My expected behaviour is for the Picket to fire at the solar collector, which has been in range the whole time, instead of waiting for a Metal Extractor to move into range.
