Naplam effects spawning underwater are invisible #5676

So far this only affects inferno, drp orange shot, and pyro death. The damage of the effect is still applied, but the effect itself is invisible.
Steps to reproduce:

  1. Go into a skirmish match on a map with water
  2. Cheat in an inferno missile and a unit in the water
  3. Fire it at the water near the unit

Expected result
There's a visible source of the fire

Actual result
The fire is there, as shown by the unit taking damage, but the effect is invisible.
