Revives active development with editor intelligence, workflow run UI, action/cache management, localization, docs, tests, and the automated release flow.\n\nSafety note: this PR is from the preserved backup branch after the first Main release attempt proved the Marketplace token was invalid. Main was restored to the last valid 2025-05-31 commit, and the accidentally published GitHub package was removed.\n\nBefore the first merge attempt, these branch checks passed:\n- PR check: success\n- release-without-signing push check: success\n- milestone-revival-safety-20260523 backup check: success\n\nRelease remains blocked until the Marketplace publish token is replaced with a valid JetBrains Marketplace permanent token for this plugin/vendor.
