refactor(InputList): Move duplicate code for lists of inputs to its own component

Description

• Duplicate code for these lists of inputs appears currently in EditFeedbackRules, EditCRaterIdeaDescriptions, and EditUnitResources (also kind of but not really in EditCRaterDescription).
• Create a new component that takes boolean inputs for whether or not features like re-ordering, autoscrolling, etc should be turned on.
