Incorporate the ability to run the "function pointer generator"

We should add the ability to run the function pointer environment on every single environment inside of the VectorCAST/Manage project.

This should be "as simple" as running $VECTORCAST_DIR/python/vector/apps/atg_utils/fptr_env_modifier.py on every single environment in the Manage project.

• Only support this if the Manage project is under CM

• At the end of execution, we need to do an "apply changes" from manage to copy the updated environments into place

• After doing the "apply changes", we need to ensure that changes to the .tst/.mfg/.cfg are reverted
