Add tests for inactive vumark database

• Change admin/create_secrets_files.py to make it clear which databases are cloud databases (better variable names)
• Change admin/create_secrets_files.py to create an inactive vumark database (one shared between all files)
• Follow contributing.rst to update GitHub (use gh) to add the new secrets (I know the password for the existing secrets archive)
• Add a test in tests/mock_vws/test_vumark_generation.py for the inactive database (WIP at Add test for inactive database in VuMark API #3003)
