[Accessibility][Unicode] Tamil file names corrupted when downloading in Unigram (Windows) #3222

Description

@vinbenray

I am a Windows 10 user with screen reader accessibility. When I download files that have Tamil names from Unigram, the file name gets modified or corrupted after download.

Example: A file named தமிழ்.docx changes தமிழ.doc / அ_மு_பரம_சிவானந்தம் as அ_ம_பரம_சவனநதம to in the Downloads folder.

This issue is specific to Unigram – the same file name is preserved correctly in the official Telegram Desktop app.

My system already supports Unicode, and I use English as display language.
Steps to reproduce:
1.
Send a file with a Tamil name (e.g., தமிழ்.txt) to Unigram.
2.
Download the file on Windows 10.
3.
Check the file name in Downloads folder.
Expected behavior:
The file name should remain exactly as sent (Tamil text intact).
Actual behavior:
The Tamil characters in the file name are changed/modified.
Environment:

Windows 10 (with screen reader)

Unigram (latest from Microsoft Store)
This issue affects accessibility for visually impaired users who rely on correct file names.
