Some things worth mentioning re labels:

• we have custom labels set at org level, which then get used as defaults by any new repo
• it's up to the codeowners of each repo to decide if they want to modify/add/remove labels in a given repo
• typically we want to use one priority label and at least one non-priority label (e.g. 'enhancement' and 'could')
• this system can help codeowners/scrummasters decide what should be put on a sprint (especially becuase several of our repos have a lot of issues that can be difficult to wade through)
• the double-labelling thing is especially useful when assigning a priority to the 'bug' label for example ('bug' rings alarm bells, but 'could' makes it obvious that the problem is not a big one)
• the GitHub dashboard has a table of 'techdebt' that orders outstanding issues on the basis of the priority and 'bug' labels
• I often add labels to PRs as well as issues (not everyone does this)

That's really useful and a good point about the labelling of PRs too as I tend to do that as I use them to find PRs sometimes. Really appreciate the detail thanks!
