`FragmentsModel#getItemsData` returning empty data

Raycasting a model that was split and calling FragmentsModel#getItemsData or its variants getItem getItems returns an empty object:

Could this occur because I split PSets into a standalone model?

regardless of having any item data I would expect category to be filled

I have triaged the issue. 634443 did not have any IFCRELDEFINESBYPROPERTIES refs pointing to it.
I think category/guid should return regardless
