Handle dataverses with the same name

Dataverses cannot have the same alias (is this only within one collection?), but they can have the same display name. This creates problems on merges. See https://dataverse.tdl.org/dataverse/capuano and https://dataverse.tdl.org/dataverse/CapuanoandJones

Did quick test, alias can only be used once globally, URL does not reference any parent collections.
