Integrate existing Native API retrieval with TDL data dump

The script could be optimized to better integrate the single TDL data dump with on-demand API calls so that there is only a single output file instead of multiple across various dates. This would help to better standardize the information as well for annual reporting.

• Identify how to filter for different statuses in data dump
• Condition code if data dump is not present (or is ignored because it is too old)
• Change headers in data dump to match what they are currently in manual retrieval
