Ultra permissions addgroup command

Describe the bug
As superadmin you can't addgroups to a person with a time period. Unless you grant the groups you have for actually giving the time period.

Superadmin should able override this permission no matter what its set.

To Reproduce

1. become Superadmin
2. run the command /upc addgroup username groupname 30D (or any time period)
3. error spills out with "you cant grant group groupname to users for a duration of timeperiod

Expected behavior
SuperAdmin should override the grant groups permission set by the GUI for any groups.
