Mentors need a way to manage the budget.
Income and expenses.

Not only just mentors, but people who are currently in charge of fundraising info like Taylor. Perhaps this could fall back onto groups, and the management of groups.

Then we need some sort of permissions system. What exactly should these other people be able to access, and How do I control what they can and can't do?

The more we talk about this the more it starts to sound like something that must already exist.

Now that you say that I feel as though I know what your talking about when it comes to something already existing. But besides, perhaps there should be some sort of panel that the admins have access to which allows them check off different access privileges, like lets say we implement some sort of special panel that allows fundraising people modify the budget, but currently only Miss Luce and lets say Mrs.Nielsen only have access, but Taylor needs access as well, you or I should be able to search her name and check off "access to fundraising panel". Or something to that long winded effect.
