Auto assign suggestion if the category already exists

Sometimes people miss that a category already exists and suggest the exact same category should be added. We should just look up to see if the category already exists exactly and just add it so the admin backend doesn't get clogged up.

Note, we should do the search with at least downcase, maybe some other normalization.
