Editor Can Not Edit Pictures in v4.36.0

Describe the bug
Picture editors can not edit pictures.

To Reproduce
Steps to reproduce the behavior:

0. Be logged into CMS as editor (not superuser).
   ^{Your CMS editor must be at least a "Text Editor (Advanced)" and "Media Editor (Advanced)".}
1. Create/Open a test page.
2. Edit page i.e. activate Structure mode.
3. On the page, create or edit a picture.
4. Save changes.
5. There should not be a permission error.

Expected behavior
Pictures can be edited as normal.

Additional context
Introduced since v4.36.0. Maybe related to #1099, which was fixed by #1100. Isolated to v4.36.0; the feature that realizes the bug is not in v4.37.0.
