Improve Article Plugin Usability

Goal

Improve Article List & Article Preview plugins.

Requirements

1. The help text about “See all” must be clear if link is not present.
2. The image ratio and size must be restricted (per plugin if possible).*
   • This will avoid user uploading giant article image (even if it appears small).
3. Title and Abstract must have minimum character count.
4. The Abstract field must be renamed to Description.
5. The Allocations Article Preview must:
   • either require a link
   • or render without a link
6. The Bootstrap Image / Picture plugin should not be available.*
   • Because Picture plugin is preferred.

* May become its own task.

Background

Designers performed user test of plugins as of PR #264.

Static Article Plugins are removed (FP-1360), so this ticket is moot.
