Jason not sure. Similar to georef from Arc (nice to compare OI and EBSD, but often a little distortion (70 angle, correction is not perfect)) {Jason} pick 3 points and scale shift from there would be amazing {J} QGIS (overlay image process, pick a few points and it will). Look for available code.
