Deletion / transfer approval mechanism #180
Description
Certain sites (e.g. tape) want to approve deletions and transfers coming to them. We need a new operation plugin + table of pending approvals + web interface to do approval. Web module can then make file subscriptions and make empty replicas at the approval time.
