Context menu items change order

No repro case yet but wanted to capture this.
Normally, with debug mode on, "Interpret this graphic with IMAGE" is the first item on the submenu
NOTE: At some point, this was reversed, so it was at the bottom of the submenu.
This is irritating since you get used to the position, and end up activating the wrong item
EXPECT: ordering of submenu is always the same

Since the Monarch options appear in this menu, it will be used for demoing at NFB. Moving this into NFB sprint so it won't impact demos.

@jeffbl can you please provide specific steps to follow? I tried it couple of times on Chrome and it is working fine.
not sure if its a browser specific (Brave) issue

@jaydeepsingh25 spent time today trying to force this to happen. test extension, have not been able to reproduce, and yet routinely I see they are out of order. I'll have to wait to see it again, and hope I can figure out what I did. Mostly, I tried turning Monarch and Developer options on and off in settings, assuming that this would be something that could cause it. When I first started, Interpret this graphic with IMAGE was on the bottom. reinstalled, and it moved to top, and then I could not force it. Leaving assigned to me...
