Server message does not send consistently #540
Description
There is something really weird with the "server restart imminent message" Sometimes it doesn't show up even though in the logs the version check is reporting that the version is out of date. As soon as that happens it should start sending the message but it doesn't.
Them sometimes right after the the new version has been deployed the message shows up! There is definitely some weird state or caching thing going on.
