Add system startup auto-refresh

Goal

Automatically fetch fresh data when Windows starts.

Why

Users currently need to manually run run.bat at least once per session after reboot.

Tasks

• Add optional startup flag in Settings.inc
• Register a Windows scheduled task or startup shortcut
• Document the behavior in README

✅ Implemented: added RunOnStartup toggle to Settings.inc. Enabling it in the Settings GUI creates a grassmeter.lnk shortcut in the Windows Startup folder that runs run_all.vbs, which launches all three skin launchers on boot. Disabling it removes the shortcut.
