Implement `TimestampList`

This class/struct should provide the functions below:

• Conversion between StringList, strptime and strftime
• Get year/month/day/hour/minute/second of a given timestamp
• Addition, Subtraction
• Timedelta
• Timezone calculation and time conversion
• Constructed from Python str or Python datetime objects.
