TargetSetting refactor

Refactor TargetSetting and add it to the API

3 modes: Grouped, Whitelist, Blacklist

Grouped will be exactly like TargetSetting is now
Whitelist will allow user to whitelist specific entities
Blacklist will allow user to blacklist specific entities

This will also remove the need for multiple "Mode" enum settings in modules to switch between using targets and whitelist/blacklist since it will be built into the targetsetting
