[BUG] Shift Enter sends chat message instead of adding a new line

#10002 introduced Ctrl enter to send

When we do Shift Enter, when ctrl enter to send is enabled, we always want to insert a new line.

Context (who is affected and when)

Shift Enter inserts a new line every time. When we have ctrl enter to send enable, from mussle memory I use shift enter sometimes, which sends the chat message instead of inserting a new line.

I've analyzed this issue and found the root cause in webview-ui/src/components/chat/ChatTextArea.tsx.

Problem

In the handleKeyDown function (line 491), when enterBehavior === "newline" (Ctrl+Enter to send mode), the condition incorrectly includes event.shiftKey:

if (event.shiftKey || event.ctrlKey || event.metaKey) {
    event.preventDefault()
    resetHistoryNavigation()
    onSend()
}

This causes Shift+Enter to trigger onSend() instead of inserting a newline.

Proposed Fix

Remove event.shiftKey from the condition on line 491, so only Ctrl/Cmd+Enter sends the message:

if (event.ctrlKey || event.metaKey) {
    event.preventDefault()
    resetHistoryNavigation()
    onSend()
}
// Shift+Enter and plain Enter will now correctly insert newlines

Expected Behavior After Fix

When enterBehavior === "newline" (Ctrl+Enter to send enabled):

• Enter - inserts a new line
• Shift+Enter - inserts a new line (fixed)
• Ctrl/Cmd+Enter - sends the message

I'll also update the comment on line 490 to reflect the corrected behavior.
