[ENHANCEMENT] Drop/paste screenshots/files in chat

Users should be able to paste or drag/drop screenshots or files into the chat, and have them dynamically available directly to Roo in context, just like Cline supports. Roo can easily handle that behavior under the hood by saving them as files to some internal or temporary location and then referencing them in its context for the chat. This will make some things much easier, like pointing out a specific UI issue for example.

I have analyzed this issue and here is my proposed implementation plan:

Current State

After investigating the codebase, I found that image paste and drag-drop functionality already exists in Roo Code, but there is a usability barrier:

1. Image paste works - Users can paste images from clipboard (Ctrl+V / Cmd+V) without any modifier keys. This already works for png, jpeg, and webp formats.

2. Image drag-drop requires Shift key - In ChatTextArea.tsx:952, the onDragOver handler requires the Shift key to be held while dragging:

   if (!e.shiftKey) {
       setIsDraggingOver(false)
       return
   }

This means users CAN already drop images, but they must hold Shift while doing so, which is not intuitive.

Proposed Solution

Remove the Shift key requirement from the drag-drop handler to make the experience more natural:

1. Remove the e.shiftKey check from the onDragOver handler in ChatTextArea.tsx
2. The existing drop handling logic will continue to work for both file path mentions (text) and image files

This is a minimal change that restores expected drag-drop behavior while preserving all existing functionality.

Questions

Before I proceed, I have a few clarifying questions:

1. Was the Shift key requirement intentional? It may have been added to prevent accidental drops while editing text. Should we keep any safeguard (e.g., only accept drops in a specific zone)?

2. File types: Currently only png, jpeg, and webp images are supported. Should we expand support to other file types (PDF, DOCX, etc.) as part of this enhancement, or keep it focused on images?

3. Multiple files: The current implementation supports dropping multiple images at once (up to 20 per message). Is this sufficient?
