`markdown-link-check` does not trigger fail in `pre-commit` run when it detects errors in links

Issue is currently being worked on. As soon as a new version of the tool is published, its version will need to be updated in our `pre-commit` configuration.

In the mean time, a new target has been added to the Makefile : `make local-check-links`, which will run the tool through a docker image.
