GUI for adding new resource

Right now we can add resources manually (at a yaml or json doc). The current GUI let's one edit an existing resource. And we've talked about a GUI way to add (add opposed to edit) a new resource.

From today's discussion with @dnkennedy @likeajumprope:

• Create a Google form to fill in the information of new or updated materials. Exclude Tag team, Assessment, Exclude from Repro Inventory.
• The GUI will lead the user to this Google Form.
• New Google Form answer will trigger GitHub workflow to export it into ./frontend/public/data/reproinventory_data.json, where all data stays.
• Update ℹ️ for each field in GUI
