Quests: Add tests and actions for testing.

For the Quest package, it is necessary to include tests and specific actions for running tests after creating a pull request.

I'm trying to add tests and actions in PR #2. But I ran into a problem that the Quests package has a dependency on the Configs package. And because of this, the code cannot be compiled in the current configuration:

/github/workspace/RedCatEngineUnityProject/Packages/Quests/Configs/QuestCollectionConfig.cs(1,20): error CS0234: The type or namespace name 'Configs' does not exist in the namespace 'RedCatEngine' (are you missing an assembly reference?)

Because of the workload, I couldn't quickly solve this problem and write full-fledged tests.
