uvdata seg faults when casatools is imported

Running write_ms when casatools is imported results in a seg fault.

This could probably be made into a minimal example by adding import casatools to the test for write_ms.

I have had issues like this before. I actually suspect it may originate in a casacore vs casatools vs casatasks interaction. I have seen similar segfaults in scripts which did not contain pyuvdata at all. I think it would be in our best interest to boil this down to an MWE with the smallest MS file we can find.
